SECFORCE

SECFORCE is the Terran Accord’s federal law enforcement service, protecting citizens across worlds, stations, vessels, and interstellar space while balancing broad Accord authority with the Planetary Governance Model.
Terran Accord Security Force
The Terran Accord Security Force, commonly known as SECFORCE, is the primary federal law enforcement service of the Terran Accord. Its officers patrol cities, colonies, stations, ports, vessels, and hyperlanes, investigate crimes, make arrests, respond to emergencies, and protect Accord citizens throughout Terran territory.
SECFORCE possesses exceptionally broad authority under Accord law, but how that authority is exercised depends heavily upon where an officer is operating. This distinction forms one of the central principles of modern SECFORCE doctrine.
Interstellar Authority
In interstellar space, SECFORCE exercises the full breadth of the authority granted to it by the Accord.
SECFORCE vessels may stop, intercept, pursue, board, inspect, search, divert, and detain spacecraft for legitimate enforcement, security, customs, anti-piracy, anti-smuggling, rescue, or investigative purposes. A spacecraft operating within Accord jurisdiction does not receive the same protections afforded to a private home. A warrant, reasonable suspicion, or probable cause is therefore not inherently required for a lawful vessel stop, boarding, or inspection.
This authority exists because interstellar policing operates across enormous distances and jurisdictional boundaries. A vessel can leave a planetary jurisdiction, enter a hyperlane, cross multiple systems, or carry material capable of threatening entire populations. SECFORCE officers operating in this environment are therefore expected to use the full authority necessary to maintain interstellar order.
Planetary Enforcement
On member worlds, SECFORCE follows the Planetary Governance Model.
Accord jurisdiction does not disappear when an officer sets foot on a planet. Instead, SECFORCE deliberately exercises its authority with greater procedural restraint in recognition of planetary autonomy and the civil liberties of Accord citizens.
During ordinary planetary policing, officers require reasonable suspicion to conduct an investigative detention and probable cause to make an arrest.
Private homes receive the highest level of protection. Except during emergencies, active pursuit, immediate threats to life, or other recognized exceptions, SECFORCE officers must obtain a valid warrant before entering or searching an individual's private residence.
Vehicles are treated differently. They do not receive the same warrant protections as private homes. SECFORCE does not require a judicial warrant to conduct a lawful vehicle search, although internal procedures and supervisory requirements may further regulate when that authority is exercised.
These protections are not evidence that SECFORCE lacks broader authority. They represent the manner in which SECFORCE High Command has directed that authority to be exercised on member worlds.
Armed Citizens
The Accord recognizes both open and concealed carriage of lawful firearms as protected rights. The simple possession or carriage of a weapon does not constitute reasonable suspicion or probable cause.
Citizens may possess a broad range of personal weaponry, including many military-derived systems, provided those weapons are not classified or otherwise restricted strategic, crew-served, or ship-mounted systems.
SECFORCE officers are trained to evaluate behavior and circumstances rather than treating an armed citizen as inherently suspicious.
Modern SECFORCE armor can also authenticate the implanted identity credentials of Accord citizens. An officer may therefore know the identity of an individual without requesting physical identification. Identification alone does not establish grounds for detention, search, or arrest.
SECFORCE and the Military
SECFORCE is not a branch of the conventional military.
The Navy, Army, Marines, and Starfighter Corps exist to fight the Accord's wars and defend its territory. SECFORCE exists to enforce its laws and protect its people.
Military personnel do not ordinarily possess civilian law enforcement authority. SECFORCE may intervene when military personnel unlawfully threaten, detain, harm, or interfere with civilians. Where necessary, SECFORCE officers are authorized to protect Accord citizens even when the opposing party is a member of the Terran Accord military.
Military operations, secured installations, military property, and other specialized circumstances may create exceptions or overlapping jurisdiction.
TAID occupies a separate position. When the Terran Accord Intelligence Directorate lawfully assumes jurisdiction, SECFORCE personnel may not obstruct its operations and must recognize the extraordinary authorities granted to the Directorate under Accord law.
The SECFORCE Fleet
SECFORCE maintains its own substantial fleet of corvettes, destroyers, patrol craft, and interdiction vessels. These ships conduct routine policing, anti-piracy operations, anti-smuggling enforcement, rescue missions, vessel inspections, and security patrols throughout Accord territory.
For many citizens living along major trade routes or frontier systems, encountering a SECFORCE patrol vessel is routine. The presence of a major Terran Accord Navy warship carries considerably different implications.
SECFORCE also works closely with the Civil Defense Corps, particularly during planetary emergencies, invasions, disasters, and large-scale security operations. Dual service between the organizations is not unusual.
The Officer and the Citizen
SECFORCE culture is often compared to the old county sheriff tradition. Its officers are expected to know the communities they police, exercise practical judgment, and regard the protection of citizens as the central purpose of their authority.
That culture should not be mistaken for softness. SECFORCE personnel are heavily armed, armored, and extensively trained. Many train alongside Terran Accord Marines in boarding operations, high-risk enforcement, and combat environments.
The distinction is one of purpose.
The Navy protects the hyperlanes. The military fights the Accord's wars. Civil Defense protects the worlds when war reaches them. TAID confronts threats beyond the reach of ordinary institutions.
SECFORCE lives among the people.
Its officers may carry battlefield-grade weapons and possess extraordinary federal authority, but they remain police officers.
In space, SECFORCE exercises the breadth of Accord authority. On the worlds, it exercises that authority through the protections of the Planetary Governance Model.
