Ministry of Commerce
The Ministry of Commerce is the principal administrative authority of the Terran Accord for matters concerning trade, commercial activity, corporate registration, monetary administration, market regulation, and interstellar economic affairs. The Ministry exercises those authorities delegated to it by Accord law and is responsible for maintaining the orderly conduct of lawful commerce throughout Accord territory.
All persons, commercial entities, financial institutions, and corporations conducting regulated commercial activity within Accord jurisdiction are subject to applicable Ministry regulations, licensing requirements, reporting standards, and commercial codes. The Ministry maintains the official registries of chartered corporations, regulated industries, commercial licenses, trade authorizations, and other instruments necessary for the administration of the Accord economy.

8 ENTRIESThe Accord Exchange is the Terran Accord’s principal commercial institution, connecting planetary markets, businesses, freight operators, and government procurement through a common economic system. Its establishment also represents an exercise of Accord sovereignty: within Terran space, a world hosting an Exchange is considered part of the Terran Accord, and planetary governments or corporate authorities cannot deny its placement. The Exchange protects open market access, prevents corporate monopolization of local commerce, and ensures Terran citizens and independent businesses remain protected by Accord law.
The Accord Commercial Registry provides free federal registration for businesses operating within the Terran Accord, from independent operators to supranational corporations. Small businesses with fewer than 1,000 employees pay a 15% revenue tax, with progressively higher rates reaching 35% for the largest corporations. Accord corporations must maintain their headquarters on an Accord world and cannot relocate outside Terran jurisdiction; deliberate attempts to do so may result in sanctions, asset seizure, or nationalization.
