DIPLOMACY
Foreign relations, treaties, and the diplomatic corps of the Accord.
Diplomacy of the Terran Accord
The Office of Foreign Affairs executes the external will of the Terran Accord. It manages all diplomatic relations, negotiates binding state treaties, and advises the Sovereign and High Council on matters involving foreign powers. Its authority extends across every recognized capital and hub where Accord diplomatic missions are established under accredited ambassadors and the disciplined diplomatic corps.
Peace is the first product of diplomacy; vigilance is its cost.
Treaties ratified by the High Council form compulsory obligations of state. The Accord honors these commitments in full and demands strict reciprocity from all counterparties.

7 ENTRIESThe Ministry of State directs the foreign relations of the Terran Accord, representing Terran interests before foreign governments and administering diplomacy, embassies, treaties, negotiations, and official interstate communications. Working closely with TAID, the Armed Forces, and other federal institutions, the Ministry seeks peaceful and productive foreign relations without compromising Terran sovereignty, security, or strategic interests.
The Terran Accord conducts foreign relations according to the security, sovereignty, and long-term interests of humanity. The Accord maintains diplomatic, commercial, neutral, and when advantageous cooperative relationships with foreign powers while preserving overwhelming independence in its internal affairs. Recognition of a foreign government establishes a state with which the Accord may negotiate; it does not extend Terran citizenship, legal equality, or domestic protections to that government's population.
The Terran Accord Diplomatic Corps represents the Accord and humanity throughout foreign territory, staffing embassies, consulates, permanent missions, and special delegations. Its diplomats conduct negotiations, maintain government communications, protect Terran interests abroad, assist citizens, and develop extensive expertise in the foreign civilizations to which they are assigned.
Terran Accord embassies and diplomatic missions provide the permanent infrastructure through which the Accord maintains relations with foreign governments and protects Terran interests abroad. The Ministry of State also regulates foreign missions operating within Accord territory, establishing their diplomatic privileges, security requirements, communications, consular functions, and obligations while preserving Terran sovereignty over all Accord territory.
The Terran Accord recognizes diplomatic status but grants no diplomatic immunity within its borders. Foreign ambassadors and diplomatic personnel remain subject to Accord law while accredited to the government. Abroad, Terran diplomats are protected by the Retrieval Mandate, under which the Accord reserves the authority to demand, secure, and when necessary recover accredited Terran diplomatic personnel detained by a foreign power.
The Terran Accord uses treaties and international agreements to establish borders, regulate trade and navigation, coordinate security, conclude hostilities, and formalize relations with foreign powers. Agreements become binding only through the appropriate Accord authority, and no treaty may subordinate Terran sovereignty to a foreign government or permanently surrender the Accord's authority over its territory and citizens.
The Terran Accord permits authorized foreign nationals to enter its territory for diplomatic, commercial, professional, transit, tourism, and other approved purposes. Foreign humans remain protected as persons under Accord law without automatically receiving citizenship rights, while nonhuman presence exists solely through temporary authorization or treaty. The Accord offers nonhumans no citizenship, asylum, or refugee status and maintains aggressive enforcement against unauthorized presence and overstayed entry authorization.
